My new-found Mexican acquaintence told me he experienced the
exact same thing I did: before NAFTA he could travel easily into
and through the U.S. (he had to show return tickets; I didn't).
After NAFTA I once had to produce a copy of a university degree
to be allowed in to the U.S. for a week.

I've spent so much time at the U.S. Dept of Immigration at
Toronto International (it's an embassy) that I got on first-name
terms with about five of the staff, all since NAFTA. According
to the staff themselves, NAFTA changed working on foreign soil
from softball to hardball. So *someone* is looking out for
the interests of American labour, but it isn't the folks who
drafted NAFTA.

And I still predict it's about water. So there.
