Bullshit, Mikey. The only reason for a census is the help the rulers adjust tax rates. Those rates have nothing to do with where you were from, just were you live. The tax assessor wants to make sure that the proper amt was being paid, not in the place of birth, but as an aggragate in the local district, based on the number of people that live in the district.
