There is no good reason to justify making those that were not living in their place of birth to travel there. It makes absolutely no sense, either economically nor politically to record only where the person came from. The census would only make sense in knowing where those people currently were living. What's to prvent them from going to another town after the census? What's to prevent them from even going to the right town in the first place? Sorta defeats the idea of taking a census, doesn't it.
