That's like saying a congressman/woman only represents their state.
The congressman or senator represents their DISTRICT, WITHIN a state.
That's why the senator here, Herb Kohl, and the senator in Milwaukee,
Russ Feingold, even though both are democrats, were at odds over the new
Milwaukee Brewers stadium.
Feingold wanted the whole state to help pay for it, Kohl wanted just
Milwaukee city taxpayers to help pay or it.
(With Tommy Thompson's help, Kohl won out.)

Your phrasing implies an attempt to stop _all_ prayer in
public schools. Could you please cite any suit that attempts
to stop the private prayers of individuals? Such are not
only the ones approved by Jesus but also the main thrust of
the Bill of Rights, which safeguards the rights of the
individual over those of the collective. To be sure, a
number of suits have been brought (and have prevailed) to
stop _public_ prayers led by school officials or

Perhaps it has escaped you that such prayer openings go
against the religious beliefs of a considerable number of Christians
in this country, much less other faiths and nontheists. This is
especially true when such prayers are offered up by only a narrow
range of the religious belief in this nation. Hell, there was even
a fracas a couple of years back over the nomination of a Catholic
to be Senate Chaplain.
