It has to do with when the Mormons were run out of Missouri. You
may remember that Smith made a number of prophecies about the
"New Jerusalem" being in Independence, Missouri. Smith even
designated the exact location of the Temple to be built there.
It's a tiny peice of real estate that holds a key role in a number
of Smith's prophecies. And Salt Lake doesn't own it.
